These Terms and Conditions outline the rules and regulations for all transactions processed through the Ministry of Works and Transport's website (Website) and apply to and govern your access to use of this Website and the service (Service) it provides.
You are expected to observe the guidelines for acceptable use of this Website. In addition, you are expected to comply with the Laws of Trinidad and Tobago, in particular, laws relating to Copyright and Intellectual Property and observe international ethical standards governing the use of the Internet and the Web.
The terms we, our or us refer to the Ministry of Works and Transport ("the Ministry"), you and your refer to the User or Payer and Credit Card or Debit Card may be used to refer to Visa or MasterCard.
The Ministry provides this online service to you subject to the following Terms and Conditions, which may be updated by the Ministry from time to time without notice to you.
Accessibility
The Ministry has developed this Website as a convenient channel for the dissemination of information to the public on the Ministrys processes and activities in the provision of its services and functions. This Website is provided for your personal use and viewing. As such, access and your use of this Website automatically constitute your acceptance of these Terms and Conditions governing its use. The continuous availability of and accessibility to this Website rely on technologies that are outside the Ministry's immediate control. Accordingly, the Ministry does not guarantee the continuous availability and accessibility of this Website. The Ministry reserves the right, in its sole discretion, to suspend or terminate your access to this Website and its related services or any portion thereof at any time, without notice.

- attempt to gain unauthorised access to the Ministry's computer systems, servers, networks, databases, software, hardware or equipment, including user-restricted areas of this Website; and
- infiltrate this Website or any other computer system and damage or alter existing software or hardware components of this Website.
Eligibility for Electronic Payment Service
To be eligible for the electronic payment Service you must be 18 years and over, the holder of a valid Credit Card or Debit Card and an applying customer.
Payments
The Ministry provides you with an electronic payment Service that allows you to conveniently make online payments for the renewal of your drivers permit/ licence. By inputting your Credit Card or Debit Card information, you are providing the Ministry with a one-time-only authorisation to charge that Card to obtain the relevant funds pursuant to the Ministrys terms and conditions. Therefore, it is highly encouraged that you ensure that the desired funds to be paid are accurate, as any transaction of funds will be deemed as such.
The Ministry is only granted authorisation to charge your Credit Card or Debit Card for the relevant transaction conducted. The Ministry and its contracted service providers shall maintain strict confidentiality in relation to any card information that is provided by you to facilitate an online transaction.
Transaction Fees (Convenience Fee)
A transaction fee (Convenience Fee) is a charge levied for the privilege of paying for a product or service using an alternative payment method that is not standard for the merchant. A Convenience Fee is charged for each transaction conducted using our online payment Service. The Convenience Fee per transaction is TT$2.75 plus 0.8% of the value of the transaction. The Convenience Fee is subject to change in the event that the relevant Card Association changes its fees. The Convenience Fee will be disclosed to you prior to making an online payment and you will be given the option of not proceeding with the payment and transaction if you do not wish to pay the Convenience Fee. We will only process the transaction if you agree to pay the Convenience Fee.
It is to be noted that if you do not wish to pay Convenience Fees, the Ministry may offer alternative ways to fulfil the required service (e.g. in person transactions). In the event that the online payment component is not functional, the Ministry will attempt to make alternative payment arrangements (i.e. in person payments at the relevant Ministry Department).
The Ministry reserves the right to discontinue the Service at any time.
You may not obtain or attempt to obtain any materials or information through any means not intentionally made available or provided through this Website.
Timing of Payments
Payments made using Your Credit Card or Debit Card will be charged within one (1) to three (3) business days of purchase.
Privacy Policy
We encourage you to review our Privacy Policy which governs the use of information provided to the Ministry.
Governing Law
These terms and conditions shall be governed by and construed in accordance with the laws of the Republic of Trinidad and Tobago. Any dispute arising under these terms and conditions shall be subject to the exclusive jurisdiction of the Courts of the Republic of Trinidad and Tobago
Refund Policy
Cancelling/Voiding or Refunds of Credit and Debit Payment Card Transactions
By using this Website, you understand that all payments processed by either the Online Drivers Permit/Licence Renewal System or the Online Certified Copy Payment System are respectively for the renewal of your Drivers Licence or for certified copies of vehicle registration generated by the Ministry.
The Ministry may be listed on your credit/debit card statement for payments made through this Website. If you have questions, please contact the Ministry at the telephone number(s) listed on your billing statement.
The Ministry will do its best but makes no guarantee to resolve your request for cancellation or refund within 48 to 72 hours (2 to 3 business days) of the request being submitted, unless that request is received in the afternoon on a Friday, or on a Saturday, Sunday, public holiday or other non-business day.
Cancelling/Voiding a Payment
All payments submitted through this Website may be processed at 12:00 a.m. (midnight) following acknowledgement of payment.
Any request to cancel/ void a payment received by 1:00 p.m. on the date the payment was made may be processed that same date. Any request to cancel/ void a payment received after 1:00 p.m. will be processed the following day. Any request to cancel/ void a payment must be made within twenty-four (24) hours after the payment was made. No request to cancel/ void a payment will be accepted after the said time period.
When requesting a cancellation/void of your card payment, please have the following information available to make the process as easy as possible:
- Your Name
- The Date and Time the payment was made through this Website
- Your Payment Authorisation Code and Receipt Number provided at the end of a successful payment
- The last four (4) digits of the Card used to make the payment.
Failure to provide this information could delay the cancellation/void process.
Refund of Payment
The Ministry may issue a requested refund on a credit/debit card payment for the following reasons:
- Customer transaction entry error, such as a payment being made for more than intended (e.g. $500.00 instead of $50.00)
- Duplicate Payment
When requesting a refund of your card payment, or any portion thereof, please have the following information available to make the process as easy as possible:
- Your Name
- The Date and Time the payment was made through this Website
- Your Payment Authorisation Code and Receipt Number provided at the end of a successful payment
- The last four (4) digits of the Card used to make the payment
Failure to provide this information could delay the refund process.
An approved refund may be initiated by the Ministry within 48 to 72 hours (2 to 3 business days) of the refund request being submitted, unless that request is received in the afternoon on a Friday, or on a Saturday, Sunday, public holiday or other non-business day. Please keep in mind that although the refund has been initiated by the Ministry as outlined, your Card Issuer has control over when the refunded amount may be applied as a credit to your Card balance.
